HUMAN RESOURCE DEVELOPMENT AND MANAGEMENT

The Human Resource Development and Management Directorate in the Ministry is to facilitate the development (training and re-training) motivation and management of manpower in the Ministry on a continuous basis for the achievement of its goals. The HRD&M Directorate is also to maintain an effective and stable manpower development and management framework and programmes consistent with the Ministry’s needs.

Functions:
The overall responsibilities of the directorate shall encompass both the development and management of the manpower needs of the Ministry including the following:

  • Liaise with OHCS to determine appropriate manpower levels for the Ministry.
  • Oversee recruitment, selection and placement of staff in the Ministry.
  • Facilitate job inspections, development and review of job descriptions in collaboration with the various Heads of Directorate, Division and Unit of the Ministry
  • Manage systems for planning the HR development needs of the Ministry.
  • Provide guidance in determining training needs for all categories of staff.
  • Advise on preparation of training criteria, methodologies and techniques

Sector-Wide Human Resource Policy Planning Division

The Division collaborates with the Human Resource Divisions of the Agencies to perform the following functions:

  • Determine appropriate sector manpower levels
  • Oversee recruitment, selection and placement of staff in the entire sector
  • Facilitate job inspections, development and reviews of job descriptions,
    career progression and succession plans for sector departments and agencies
  • Formulate and institute welfare and safety policies in compliance with labour laws and regulations
  • Monitor and evaluate the implementation of manpower policy and plans

Sector-Wide Human Resource Development and Career Management Division

Collaborate with HRD of the Agencies to perform the following functions:

  • Collect and collate annual training plans
  • Collate and update records on training history
  • Facilitate the implementation of the training plans
  • Preparation and implementation of career development strategies
  • Development of staffing norms
  • Update record on all staff
  • Develop and manage career progression and succession plans
  • Monitor and evaluate the implementation of manpower policy and plans
  • Compile promotions register

Performance Management Division

Functions:

  • Collaborate with Heads of Directorates to set performance targets for staff
  • Develop internal Appraisal criteria in line with the staff performance appraisal
  • Review targets set for staff periodically based on their core competences
  • Liaise with heads of directorates to determine appropriate training of staff based on their competencies.
