EXPORT TRADE DEVELOPMENT AND TRADE FACILITATION DIRECTORATE

The Directorate is responsible for developing and supporting the implementation of strategies to improve, increase and promote Ghana’s exports. The Directorate is also responsible for making trade across borders faster, cheaper and more predictable, whilst ensuring its safety and security.

Functions:

  • Provide support services to the export sector to achieve growth, and develop new value-added services for enhancing Ghana’s export competitiveness
  • Support and facilitate export growth in existing and new markets
  • Support the development of new products to increase export potential in world markets
  • Facilitate access to trade finance to support exporters
  • Facilitate advocacy processes to streamline the export system
  • Facilitate the establishment of a single window platform to expedite clearance
  • Monitor the programme to migrate full electronic processing of clearance documents.

Export Trade Development Division

The Division is responsible for the identification and development of new export markets.

Functions:

  • Facilitate the provision of export market information and other support services for the achievement of growth and competitiveness of export trade.
  • Coordinate the planning of Ghana’s participation in market development events
  • Facilitate the development and implementation of export models based on the sector and national export strategies.
  • Liaise with PPBME to develop export policies and strategies to achieve targeted export market development.
  • Liaise with GEPA to educate exporters on export trade opportunities

Export Value Chain Support Unit
The unit will collaborate with the Logistics and Value Chain Division toprovide support services to the export sector to achieve growth and develop new value-added services for enhancing Ghana’s export competitiveness.

Functions:

  • Prepare and maintain up-to-date value chain maps for Ghana’s exports and facilitate improvement in stakeholder relationships along the chain to improve Ghana’s export competitiveness.
  • Prepare project profiles of strategic export value chain interventions
  • Facilitate access to export trade finance and technical assistance for strategic interventions
  • Facilitate the development of new value-added export products
  • Facilitate advocacy processes to streamline the export system

Export Finance Unit
The unit is to facilitate and improve access to export trade financing.
Its functions include:

  • Develop database on export finance institutions to support exporters
  • Facilitate access to export finance from relevant institutions
  • Collaborate with export finance institutions and product associations to educate exporters to access funds

Trade Facilitation Division

The Division is responsible for the smooth passage of goods and services across Ghana’s borders and also within the country.

Functions:

  • Ensure a speedy and efficient customs clearance, release and movement of goods
  • Facilitate the establishment of a single window platform to expedite clearance
  • Monitor the programme to migrate full electronic processing of clearance documents
  • Improve standard inspections for exports, imports and transit goods
  • Ensure an effective and efficient management of Ports, Airports and Land Borders
  • Ensure simplified business registration and licensing
  • Monitor the improvement in various modes of transport to enhance industrial production and distribution
  • Educate importers/agents on import tariffs and charges

Import Services Unit

  • Facilitate the provision of adequate and efficient services and facilities at Ports to ensure speedy customs clearance.
  • Promote the development of adequate cold chain and cargo storage facilities to support the exports of perishable and high value products.
  • Facilitate the provision of efficient, cost-effective and secure cargo transit facilities to service landlocked neighbours.
  • Ensure that the import regime is not distorted by abuse of the system of preferences through misapplication of rules of origin.
  • Ensure that rules of origin are simple and transparent.
  • Educate Ghanaian producers and exporters to enable them take advantage of the preferences in partner markets

Trade Regulations Unit

  • Ensure the application of rules and measures in international trade and counteract unfair trade practices such as dumping and subsidies by foreign companies and governments.
  • Ensure a predictable tariff regime that reduces business risk and encourages investment in domestic production.
  • Ensure export duties and taxes do not increase the cost of exports and make them uncompetitive in international markets.
  • Prevent the control of imports from distorting efficient allocation of domestic resources.
  • Ensure that import or export prices are stabilized in the most efficient manner possible.
  • Prevent the control of exports and increase competitiveness in international markets (quotas and tariff quotas)
